The European Commission has published a draft to add more materials to component material category (CMC) 10 of Regulation (EU) 2019/1009. To be used as a component material on its own, a derived product from animal by-products must meet two conditions. It must have reached the end point in the manufacturing chain under the animal by-products rules (Regulation (EC) No 1069/2009). And it must be on the list in CMC 10.
Today the CMC 10 list has one material: processed manure. It was added by Delegated Regulation (EU) 2024/1682.

Compost, digestate, precipitated phosphate salts, thermal oxidation materials and pyrolysis or gasification materials can also be made from Category 2 or Category 3 animal by-products. For compost, digestate and ash, the end point has already been set in Delegated Regulation (EU) 2023/1605. These products follow other CMCs and use Module D.1.
What the 2026 draft adds
On 13 April 2026 the European Commission published a draft Delegated Regulation that adds more derived products to CMC 10. Feedback closed on 11 May 2026. With the draft, CMC 10 would list these derived products:
- processed manure and processed frass;
- glycerine of Category 2 and 3 materials;
- processed animal protein;
- meat-and-bone meal of Category 2 materials;
- blood products of Category 3 materials;
- hydrolysed protein, including hydrolysed protein from leather or textile industry residues;
- dicalcium phosphate and tricalcium phosphate;
- horns, horn products, hooves and hoof products.
Each material must meet the end point conditions in Delegated Regulation (EU) 2023/1605.

Which module?
A product made only from CMC 10 materials, or from CMC 10 materials together with materials on the list for Module A, can use Module B + C. Module D.1 can be used for any product. If your product also contains compost, digestate other than fresh crop digestate, or materials from CMC 12 to 15, only Module D.1 is available.
