Start here: the EU fertiliser rules in plain words

In simple words

The EU has one set of rules for fertilising products. It is called the Fertilising Products Regulation, or FPR. If your product follows these rules and has a CE marking, you can sell it in all 27 EU countries. To show that your product follows the rules, you build a file of documents. We call this file a dossier.

FPR (Fertilising Products Regulation)
The EU law that sets the rules for selling fertilising products with a CE marking in all EU countries. Its full name is Regulation (EU) 2019/1009.
EU fertilising product
A fertilising product that carries the CE marking when it is sold. It can be sold in all EU countries.
CE marking
A mark on the packaging. It shows that the manufacturer states that the product follows the EU rules.
Manufacturer
The company that makes the product, or has it made, and sells it under its own name or brand.
Dossier
RecyFert's word for the full file for one product. It includes the technical documentation and the declaration of conformity.
Module
One of the fixed routes for conformity assessment. The regulation has Module A, Module B followed by Module C, Module D1 and Module A1.
Notified body
An independent organisation that an EU country has approved to check products or quality systems. Some modules need one.

What do you need to do?

There are four steps.

  1. Find out which groups your product belongs to. You look at what it is made from and what it does.
  2. Find out which module you must use. A module is a fixed route for checking your product.
  3. Build the dossier. It contains the technical documentation and the declaration of conformity.
  4. Put the CE marking on the packaging. Keep the documents safe for 5 years.

Who must do this?

The manufacturer must do it. The manufacturer is the company that makes the product, or has it made, and sells it under its own name. Importers and distributors have smaller duties.

Do you always need an outside body?

No. For the simplest products, the manufacturer checks the product alone. This is Module A. For other products, an independent organisation called a notified body must take part.
