What is the EU Fertilising Products Regulation?

The Fertilising Products Regulation is an EU law. Its official name is Regulation (EU) 2019/1009. It sets the rules for fertilising products that carry a CE marking. A product with a CE marking can be sold in all EU countries. The law replaced an older law, Regulation (EC) No 2003/2003.

What must a product meet?
A product must meet three sets of rules (Article 4):
- the rules for what the product does (Annex I);
- the rules for the materials in the product (Annex II);
- the rules for the label (Annex III).
For anything that these annexes do not cover, the product must not be a risk to people, animals, plants, safety or the environment.
How do you show that the product follows the rules?
The manufacturer does a conformity assessment. This is a check, done in a fixed way. Annex IV says which way you must use. If the check is positive, the manufacturer writes a declaration of conformity and puts the CE marking on the product (Article 6).
Who has duties?
Manufacturers, authorised representatives, importers and distributors all have duties. The manufacturer has the most. Read who is responsible for an EU fertilising product.
